Specific store regions and locations for Safeway currently accept EBT. Currently, this only applies to the United States. These store regions and locations are as follows:

How Do I Use EBT/SNAP Online At Safeway?
In order to use EBT on Safeway’s website, you need to follow these steps:
- Create an account on Safeway’s website
- Reserve a pick-up time and add items to your cart
- Once at the checkout, under “Promo Code & Payment/Payment Details” select SNAP EBT as your form of payment
Does Safeway Take EBT For Pickup And/or Delivery?
Yes, Safeway allows customers to use EBT payment for pickup.
However, they currently don’t offer this payment option for grocery deliveries.
Does Safeway Accept EBT On Instacart?
Unfortunately, Safeway doesn’t accept Instacart payments with EBT. The only locations currently using this option are Aldi stores.
Which Food Items Are Eligible For EBT At Safeway?
Fortunately, Safeway allows its customers to purchase most food items with EBT. They are as follows:
- Breads and cereals
- Fruits and vegetables
- Meat, fish, and poultry
- Dairy products
- Seeds and edible plants
- Soft drinks
- Candy and ice cream
- Cookies and snack crackers
- Live seafood
- Energy drinks with a nutrient label
- Bakery items
- Cold-prepared food items
Which Safeway Store Items Are Ineligible For EBT?
Unfortunately, Safeway only allows certain food items to be purchased with an EBT card.
Below is a list of store items that do not qualify for this payment option:
- Alcoholic drinks (wine, beer, champagne, etc)
- Pet food
- Soap products
- Paper products
- Household supplies
- Hot food from the prepared food section
- Beauty products and cosmetics
Can You Use EBT At Safeway Starbucks?
Yes, the Starbucks kiosk at Safeway now accepts EBT! You’re allowed to purchase coffee and Starbucks bakery items with your EBT card.
However, this only applies to Starbucks in Safeway. Separate Starbucks stores are not associated with Safeway, and therefore will not accept this form of payment.
Does Safeway Bakery Take EBT?
The Safeway bakery does accept EBT. However, the item that you’re purchasing must not contain any inedible pieces (cake decorations, etc) that take up more than 50% of the surface of the item.
Can I Include Non-EBT Eligible Items In My Safeway Online Shopping Cart?
If you’re looking to purchase items in addition to your EBT purchases, this is completely fine!
You just have to pay for non-EBT items separately with a debit/credit card or cash when picking up your order.

Safeway locations in the United States do accept EBT! As long as your purchases are eligible for your EBT card, you are able to purchase groceries both in-store and online for pick-up. However, you are not currently able to use EBT purchases for grocery delivery. As well, at this time, only Safeway locations in the United States are eligible for EBT.
